Peru’s President Pedro Castillo has replaced four ministers following the mining crisis and after lawmakers filed motions of censure against some cabinet members.

Alessandra Herrera was appointed minister of Mines after the government failed this week to reach an agreement between MMG’s Las Bambas copper mine and indigenous communities.

Javier Arce was appointed minister of Agriculture. He will be charged with solving the fertilizer shortage that threatens to plunge the country into a hunger crisis. Dimitri Senmache becomes the new Minister of the Interior and Juan Barranzuela will be the Minister of Transportation.

The appointments were Castillo’s latest attempt to reshuffle his government. The former teacher, who unexpectedly won the presidency last year, has no experience in public office or a majority in Congress, and his administration has dragged from one crisis to another.

Since taking office in late July, he has had four prime ministers and replaced numerous other senior officials. The president himself survived a second impeachment attempt by Congress in March.

Castillo’s government is facing further turbulence as inflation reached 8 percent last month, the highest level since the late 1990s. The central bank responded by raising interest rates after soaring prices triggered mass unrest.
